The growth in ICTs has led to Government service provision evolving over the years from conventional government towards electronic way of transacting which involves ubiquity and customization of services provided. Mobile government has been indicated as the next trend to alleviate problems of government service provision especially for developing countries mainly relating to their rapid mobile penetration. This connected government is vital towards creating an information society for Zimbabwe and hence developing strategies for successful e-services adoption is key towards mobile government adoption. In order to achieve this, this study strives identify critical success factors for mobile government adoption. A research model consisting of Technological, Policy and Social/Cultural factors, adopted from previous research was developed. This was used in conveying successes stories of South Africa and South Korea to derive lessons for Zimbabwe. A comparative analysis of the countries was conducted on the three factors as well. The results indicated that Government’s lead role in promotion of mobile government adoption is most critical factor. The paper concludes by highlighting recommendations for Zimbabwe in order for implementing successful m-government.
짐바브웨 정부는 ICT 기술을 활용해 정부 서비스를 제공하기 시작 했는데 그 대표적인 수단이 전자정부(e-Government)이다. 하지만 전자정부는 농촌지역의 사람들이 쉽게 온라인과 컴퓨터에 접근 할 수 없는 한계로 인해 도시와 농촌간 서비스 수용에 있어 큰 격차를 벌인다. 따라서 이런 환경 하에 짐바브웨는 모바일 정부(m-Government)가 이상적이라 할 수 있다. 짐바브웨는 GDP 수준이 $640 정도로 매우 낮으며 물가상승률이 아직도 높은 상태이다. 하지만 휴대폰을 비롯한 모바일 보급률은 매우 높고 스마트폰 보급률이 폭발적이게 증가하고 있다. 본 연구를 통해 모바일 정부의 성공적인 정착 요인을 알아보고 그것을 통해 공공 서비스를 효율적으로 제공하는 방향에 대해 연구하고자 한다. 이것을 통해 기존의 정부와 전자정부의 대국민 서비스로부터 야기됐던 많은 한계와 문제점들이 해결 될 수 있으리라 본다. 관련한 기존의 문헌 연구를 통해 이론적 토대와 배경이 되는 연구 모델을 완성 했으며 데이터는 온라인 설문 과정을 통해 모았다. 이론적 토대의 모델은 ‘기술(Technology)’, ‘정책(Policy)’, ‘사회적인(Social)’ 이렇게 3개의 요인들로 구성 됐으며 이론적인 토대 위에 세부 요인들을 분류했다. 이런 요인들의 명확화를 한 후 그에 따라 성공적인 정부 시스템을 갖고 있는 국가들의 사례와 짐바브웨 사례를 비교 연구 했는데 비교 국가는 한국과 남아공이다. 남아공과 한국의 사례를 통해 짐바브웨의 성공적인 모바일 정부 수용을 위한 많은 교훈을 얻게 됐는데 그것은 공공 섹터와 민간 섹터 모두를 위한 것이다. 이런 제안들은 결국 좋은 정부 행정력을 가져다 줄 뿐만 아니라 일자리를 늘리고 사업기회를 확충하며 가난과 정보 격차를 해소해 줄 것으로 보인다.
