Use of information communications technology in government has the ability to improve service delivery to the citizens, yet many developing countries have generally lagged behind in the adoption and use of e-government. In Kenya, many studies have been carried out on issues related to success and failure of e-government, however none had assessed the status of implementation of e-government. Hence, the objective of this study was to assess the implementation status of Kenya’s e-government in. This study employed a modified version of Heeks Design-Actuality Gap model that treated the entire e-government a one information system. Data was collected from 63 Information Communications Technology Officers across government between January 11th and February 10th, 2012. Gaps were scored based on Heeks 70 point scale, of which Kenya’s e-government implementation recorded a gap of 32.18 implying partial failure. To minimize the implementation gap, this study recommends that, the government should adopt a more streamline implementation structure and diversify service delivery platform.
정보통신기술을 공공기관이나 정부에서 효과적으로 이용하는 것은 기존보다 좀 더 나은 수준의 긍정적인 성과를 가져오는 것으로 기존의 연구들은 지적하고 있다. 하지만, 전자정부를 도입하려는 개발도상국들은 이런 기대감에도 불구하고 많은 실패를 거듭하고 있는데 이것은 프로젝트 진행 상황이나 상태에 대한 분석이 부족 했던 것에 기인한다. 케냐 정부에서 수행 된 전자정부 프로젝트에 관련된 많은 선행 연구들 중 대부분은 전자정부의 성공요인이나 사례 연구에만 집중되고 있을 뿐, 수행 된 전자정부 프로젝트의 현재의 상황이나 상태에 대해 심도 있는 분석을 하고 그것을 바탕으로 앞으로 나아가야 할 방향을 제시 하지는 못한 한계를 갖고 있다.
이번 연구는 케냐 정부 기관 중 정보 통신 관련 부처에서 근무하고 있는 63명의 직원을 대상으로 수행했다. 설문은 온라인으로 수행됐는데 Heeks의 ‘Design-Reality Gap’ 프레임워크를 기반으로 해서 7개의 카테고리에 따라 구성했다. 구체적으로 그 7개의 카테고리는 ITPOSMO (Information, Technology, Processes, Management Systems & Structure, Objectives & Values, Skills & Staff, and Other Resources & Constraints)로 구성 된다.
분석결과, 목표 치와 현실 사이의 차이(Gap)가 32.18로 나타났는데 이것은 전자정부 도입의 목표로 세웠던 것들 중에서 오직 56%만 달성했다는 의미로 해석 할 수 있다. 이번 연구를 통해 나온 결과를 바탕으로 전자정부 관련 정책 결정자들에게 전자정부 관련 프로젝트 수행에 있어 많은 시사점을 제공할 것으로 보이며 좀 더 나은 전자정부 도입에 있어 고려해야 할 사항에 대해 많은 통찰력을 제시할 것이다.
