The Balanced Scorecard (BSC) is a strategic performance measurement tool that helps an enterprise to set strategies and to maximize efficiency of resources. As such, the BSC is being used in organization as a strategic communication as well as performance measurement tool. Currently, many case studies on BSC have been published, most of which set focus on various effects that ensue after BSC has been established in enterprise. There are few papers that evaluate the issues related to BSC design and its implementation.
In this thesis, a case of BSC design and implementation of a Korean IT company is analyzed and evaluated. For evaluation purpose, this study offers a BSC evaluation framework that consists of 3 domains: strategy alignment, balance of KPIs and BSC operation. Based on the framework, this thesis analyzes and evaluates the BSC of an IT company and discusses some implications for design and operation of a viable BSC system for IT service companies.
BSC는 기업 전략의 체계화를 도와주며 자원의 효율성을 높여주는 전략적 성과관리 도구이다. 이런 이유로 기업에서는 BSC를 단순한 성과측정 도구가 아닌 조직의 전략적 의사소통의 도구로 사용하고 있다. 현재 BSC에 대한 많은 연구가 이루어 지고 있으며, 이의 대부분은 BSC 도입 이후의 효과에 대한 것이다. 실제 BSC를 도입하는 기업에서는 그 설계 과정과 구현에서 많은 이슈와 문제들에 부딪히게 된다. 따라서 BSC 설계과 구현에 대한 많은 사례 연구가 필요하리라 생각된다.
본 논문에서는 국내 IT서비스 기업의 BSC 구축 및 운영 사례를 분석하고 평가하였다. 본 논문에서는 BSC 사례를 위해서 3가지 영역(전략체계의 명확성, 성과지표의 균형, BSC운영)으로 구성된 평가 프레임워크를 구성하였다. 그리고 이 사례 분석 프레임워크를 기반으로 하여 사례 기업의 BSC 설계와 운영을 분석하고 평가하였으며, 이로 부터의 시사점과 결론을 도출하였다.
