Technological development in the past decade has motivated governments in developing countries to focus on leveraging new technologies for efficient and effective public service delivery. M-government has been singled out as one of the fundamental aspect for socio-economic growth in developing countries. However, the proclaimed benefits will not be realized unless m-government is widely accepted. The purpose of this study was to provide a useful instrument to policy makers in developing countries, which exemplify possible drivers of acceptance of m-government in developing countries, and that can form a basis for assessing the likelihood of success of m-government projects prior to implementation. Specifically, this study was to present and empirically validate a research model based on user behavior that examine m-government acceptance in developing countries and inspects the moderating role of facilitating conditions on adoption behavior of m-government in developing countries. The research model was tested using data from 248 respondents from Kenya, surveyed between the months of August and September 2011. The results indicate that the proposed research model explained a variance of up to 60.5 percent of behavior intention to use m-government. In addition, facilitating conditions was found to be a crucial spur to m-government acceptance in developing countries. Generally, the study provides insights into the factors that are possible drivers of acceptance of m-government in developing countries.
지난 십 년간 기술의 발전은 개발 도상국 정부들이 효율적이고 효과적인 공공 서비스 제공을 위해 새로운 기술들을 활용하고자 초점을 맞추는 동기가 되어왔다. 모바일 정부 (M-government)는 개발 도상국의 사회-경제적 발전의 근본적 방향 중 한가지로 꼽히고 있다. 그러나 모바일 정부가 폭넓게 수용되지 않는 이상 그 효용을 얻을 수 없을 것이다. 개발도상국의 정책 수립자들은 모바일 정부 수용의 요인과 선행조건에 관한 지식 부족으로 인해 모바일 정부의 성공 수준 결정에 있어 딜레마에 직면하고 있다. 개발 도상국에서 정보기술을 인지하는 관점과 수용 요인들에 대한 명확한 이해 없이는 모바일 정부는 그저 이론적인 이슈로, 개발 도상국의 대중들에게는 거리가 먼 것으로 머물러 있을 것이다.
IS 수용과 채택에 관한 선행 연구들은 비즈니스와 영리 기관들에 초점을 맞추고 있어 공공 조직 및 정부 기관들에 관한 연구는 부족했기 때문에 모바일 정부에 대한 이해가 부족했었다. 또한, 이미 모바일 정부 서비스 개선에 관해 다루었던 많은 연구들은 이를 실증적으로 입증하지 못해왔다. 따라서 이에 관한 실증적 연구가 필요한 상황이다.
본 연구의 목적은 개발 도상국의 정책 수립자들에게 모바일 정부 수용을 유도하는 요소들에 대한 예를 제시하고 모바일 정부 수립의 실질적 이행에 앞서서 그 성공 가능성 평가를 위한 기초를 수립할 수 있게 하는 유용한 도구를 제공하는 것이다. 특히, 본 연구는 개발 도상국의 모바일 정부 수용에 관한 사용자 행동 고찰에 근거하여 연구모델을 수립하고 실증적 증명을 하였다. 그리고 촉진 환경의 개발도상국의 모바일 정부 수용 행동에 대한 조절 변수로서의 역할을 살펴보았다.
본 연구는 개발 도상국의 성공적인 모바일 정부 프로젝트의 수행을 위해서는 정보기술, 특히 모바일 정부에 대한 인식의 측면과 수용요인에 관한 정확한 이해가 필요함을 입증하고 있다. 전체적으로, 연구의 결과는 모바일 정부 이행의 성공 수준 평가의 기초가 될 수 있는 개발 도상국에서의 모바일 정부 수용을 이끄는 요소들에 관한 예비적인 통찰을 제공한다. 사용자의 행동을 이해함으로써, 개발 도상국의 정책 수립자들은 사용자들의 모바일 정부에 대한 거부를 제지하기 위한 사전 계획을 세우고, 이를 조정할 수 있을 것으로 기대된다.
