The purpose of this study is to conduct the survey for the changes of consciousness about the nuclear industry after the Fukushima accident. As one of the most important energy sources ever discovered by human thus far, nuclear is closely related to people`s daily lives. It is widely used in various areas for medical and industrial purposes and guarantees the stable generation of electricity at a reasonable cost. Even though nuclear plays a huge part in our every day lives, information asymmetry exists between nuclear experts and non-nuclear experts since high level of education and expertise is required to fully understand nuclear. To understand of the nuclear energy, we need some of knowledges and specialties for nuclear. This information gap is what separates experts from non-experts and is the root cause of difference of opinion regarding nuclear issues(e.g radioactive waste disposal facility siting, new nuclear power plant construction, etc) between them.
This paper surveys how the recent nuclear accident occurred in Fukushima changed the perception of both experts and non-experts about nuclear and tries to show that information asymmetry plays a key role in the change of perception. In other words, the purpose of this paper is to prove the hypothesis that having nuclear knowledge and expertise is the key determinant of how people responds to social messages, in this case nuclear issues.
원자력은 현재까지 인류가 발견해 낸 가장 큰 에너지로 저렴한 가격에 안정적으로 전기를 공급하고 의료, 산업 등 여러 영역에서 다양하게 활용되는 등 우리 생활과 밀접한 영향을 맺고 있는 에너지이다. 그러나 이와 같은 영향력을 지닌 원자력을 이해하기 위해서는 관련 교육과 높은 전문성이 요구된다는 점에서 영향력과 이해력 사이의 정보의 비 대칭성이 발생하게 된다. 정보의 비 대칭성은 원자력 전문가 집단과 일반 대중을 구분 짓는 근본적인 차이이며 여러 원자력 이슈(방폐장 선정 문제, 발전소 신규 건설 등)에 나타나는 두 집단간 이견 발생의 근본적인 원인 중 하나이다.
본 논문은 최근 일어난 대표적인 원자력 이슈인 Fukushima 원전 사건이 일반 대중과 전문가, 두 집단의 인식 변화에 어떤 영향을 주었는지 조사하고 이와 같은 인식 변화의 배경에는 바로 정보의 비 대칭성에 있음을 증명하고자 한다. 이러한 정보의 비대칭성으로 인해 원자력에 대한 이해도가 달라지며 원자력에 대한 이해 및 수용성에도 차이가 남을 논문을 통해 증명하고자 한다. 즉 원자력에 대한 이해 정도 및 전문 지식의 유무가 사회적 메시지(원자력 이슈)에 반응하는 태도에 결정적인 영향을 미친다는 가설을 입증하는 것이 본 논문의 목적이다.
