SDI is the framework the permits the efficient and flexible use of spatial data, it provides the institutional and technical foundation to facilitate spatial data discovery, evaluation and applications. The implementation of a SDI is complex and costly and because of this, countries (especially developing countries) don`t have the luxury of falling on its implementation. A deep study on best practices and their adaptation to a country characteristics most be done to secure its success.
This study analyses the cases of the United States, the European Community and the United Nations to obtain the best practices because of their importance to the world of SDI. The three cases present different way to achieve the goal of a SDI, but they have lots of similarities on how standards should be chosen, how metadata should be treated, who owns the data and how important sharing of the data is.
After analyzing each case, this study proceed to analyze the market for a SDI in the Dominican Republic with a PEST analysis and then a SWOT analysis to identify the internal and external factors that can affect the success of a Dominican SDI. A cross analysis to develop strategies obtain from the SWOT is done and finally a structure for a Dominican SDI is propose. SDI는 공간 정보의 효율적이고 유연한 사용을 가능하게 하는 체계이다. SDI는 공간 정보의 발견, 평가와 응용에 관하여 기관 및 기술적 토대를 제공합니다. SDI의 직접적인 시행은 복잡하며 비용이 많이 들기 때문에 개발 도상국을 포함한 대부분의 나라에서는 이를 실행할 만한 여력을 가지고 있지 못한다. SDI를 성공적으로 이끄는 핵심은 심층적인 우수 사례 연구와 각 나라의 고유한 특성을 잘 반영하는 것이다.
이 논문에서는 미국과 유럽공동체(European Community), UN(United Nations)의 사례를 분석하였다. 이 세 개의 사례는 SDL 분야에서 매우 중요하여 우수한 실행사례를 얻을 수 있기 있었다. 각 사례는 각기 다른 방법으로 SDI의 목적을 달성한 것으로 보여지지만 많은 부분에서 유사점을 찾을 수 있다. 예를 들어, 표준 채택된 방식, 메타데이터(metadata)가 취급되는 방법, 데이터의 소유자와 데이터 공유의 중요도 정도 등이 그 예일 수 있다.
각각의 사례를 분석한 후, 이 연구는 도미니카 공화국(Dominican Republic)에서의 SDI 시장을 분석하는 방향으로 진행되었다. 이 연구는 PEST 분석 후 SWOT 분석을 통해 도미니카 공화국의 SDI의 성공에 영향을 줄 내부 요인과 외부요인을 알아보았다. SWOT 분석을 통해 얻은 전략들을 발전 시키기 위한 교차분석(cross analysis)이 시행되었고, 마지막으로 도미니카 공화국의 SDI체계가 제안되었다.
