In recent years, due to a dramatic increase in the number of radio base stations, there has been a growing public concern about exposure to the electromagnetic fields (EMF) radiated from such stations. In order to protect people from potential hazards that might be caused by EMF energy emissions from base station antennas, the International Commission on Non-Ionizing Radiation Protection (ICNIRP) has recommended levels of exposure, basic restrictions and reference levels, which many nations have adopted as their EMF safety limits for occupational workers and the general public.
Additionally, related to the assessment of human exposure in the far field region, ICNIRP recommends a whole-body averaged assessment, called spatial averaging. In the far field region, the wave front of an EMF is theoretically assumed to be flat. However, due to the multi-path formed between the EMF source and the investigation location, the field values vary spatially. This is why we should consider a spatial averaging process. When an exposure measurement is carried out in the far field region, we generally evaluate the reference levels that apply to a situation in which the EMF is not influenced by the presence of a body. However, it is impossible to measure throughout the spaces occupied by a whole body to obtain spatially averaged value. Therefore, the determination of the number of measurement points is very important since the mean value varies with those used in averaging process. Even though there had been many related research with averaging process, the standard method would have not established so far.
Related to the measurement time, in order to evaluate human exposure to radio base stations, the ICNIRP guidelines recommend that the reference levels at any point be averaged over any 6 min period for the frequencies between 100 kHz and 10 GHz. The averaging time means the appropriate time over which exposure is averaged for the purpose of determining compliance with exposure limits. Therefore, as the number of points increases, the time needed to complete the measurement also increases. This means an increase in cost.
In this thesis, some original ideas in the area of the evaluation of human exposure are described.
First, the optimal number of points for spatial averaging was derived.
Second, the relevant basis in regard to reducing the averaging time, which is required for spatial averaging for the cellular base stations operating below 10 GHz, is presented.
Third, the evaluation results of exposure levels to EMF radiated from cellular base stations at locations where the general public have voiced concerns about EMF (otherwise referred to as places of concern) were describe. The measurements were carried out in areas where people live or spend substantial time, including hospitals, commercial areas (business areas), residential areas (densely built-up areas), schools, and apartment complexes.
Finally, the measurement uncertainty was estimated which should be provided when publishing the results of human exposure evaluation. The uncertainty sources were classified into four groups: measurement equipments, physical parameters, mechanical constraints, and post-processing. The Type A standard uncertainties were obtained from repeated observations by in situ measurement around base stations, which include other than measurement equipments. The Type B uncertainties were determined from the calibration data offered by manufacturers.
본 논문은 무선국으로부터 복사되는 RF 전자기장에 의한 인체 노출량을 평가하는 방법을 다루고 있다.
원거리장(far field)에서 무선국 전자기장에 의한 인체영향을 평가하여 인체보호기준과 비교하기 위해서는 인체가 점유하는 공간에 분포하는 전자기장 강도를 측정하여야 하는데 그 공간을 점유하는 수 많은 위치에서 모두 측정을 할 수 없으므로 적절한 공간과 측정점을 정하는 것은 매우 중요하다. 본 논문에서는 무선국과 측정점 사이의 다중 경로에 의한 측정점에서의 불균일 분포와 페이딩에 의한 인접 측정점의 상관관계를 고려하여 적절한 측정점 개수로 3개 (기본 측정) 및 9개 (정밀 측정)으로 정하였다.
또, 각 측정점에서 실효치 모드로 6분 동안 측정하여 시간 평균값을 구해야 하는데 측정점이 증가할수록 측정 시간이 크게 증가하므로 측정 시간에 따른 비용 감소를 위해 측정 시간을 줄일 수 있는 방안을 찾는 것 또한 매우 중요하다. 본 논문에서는 현재 생물학적인 실험을 토대로 정해진 6분으로 되어 있는 측정 평균시간을 6분 평균값과의 표준 편차가 반복 측정에 의한 불확정도인 0.4 dB 보다 작은 값을 가질 경우 1분으로 줄일 수 있는 방법론을 제시하였다.
무선국으로부터 복사되는 전자파강도의 측정은 시장 출하 시(on to the market) 실시하는 인증 시험, 설치되어 있는 무선국 주변에서의 현장측정(in situ) 그리고 무선국 설치 시(put into service) 무선국 주변 전자파환경 측정으로 나누어 고려한다. 인증 시험은 무선국 안테나에 대한 성능 평가로써 전파무반사실과 같은 실험실내에서 진행되는 제품규격 확인시험에 해당한다. 현장측정은 사람 중심의 인체 노출량 평가 (human-centric) 로써 무선국 주변의 임의의 지점에서 수행된다. 준공검사??정기검사??변경검사를 포함하는 무선국 설치 시의 측정은 무선국 중심의 (base station-centric) 전자파환경 평가로 구분한다. 본 논문에서는 세 가지 분류 중 운용중인 무선국을 대상으로 하는 현장 측정과 무선국 주변 전자파환경 측정에 대한 측정 방법을 제시하였다. 즉, 사람 중심의 현장측정의 경우 인체의 전신노출을 기준하여 인체가 점유하는 공간에서 여러 개의 측정값으로부터 공간평균값을 산출하여 인체노출기준값과의 비교를 통해 적합성 여부를 판단하지만 무선국 중심의 측정일 경우에는 무선국으로부터 일정거리 떨어진 지점으로부터 무선국으로 접근하면서 가장 높은 노출량을 갖는 지점의 3개 위치의 값 중 최대값을 기준값과 비교한다. 제안한 측정방법으로 기지국 및 TV 송신소 주변에서의 노출 레벨을 평가한 결과 기준치에 크게 미치지 못하는 결과를 얻었다.
또한, 신뢰성 있는 측정방법에 기반한 측정값이 보다 완전해 지기 위해서는 측정 불확정도가 제시되어야 하는데, 본 논문에서는 측정 데이터에 의해 추정되는A형 및 제조사에 의해 제공되는B형 불확정도원을 분석한 결과 무선국으로부터 복사되는 전기장강도 평가 시의 불확정도는 ±4.39 dB로 추정되었다. 이 값은 관련 표준에서 제시하는 권고값에 잘 부합하는 것이다.
