Recently, a lot of countries over the world are focusing their effort on nurturing innovative clusters. This phenomenon can be attributed to the widely accepted view that clustering is an effective way of facilitating innovative activities and fostering regional growth. Enhanced network and knowledge spillover have been advocated as the key advantage of clustered firms.
This study aims to investigate which factors contribute to the network behavior among clustered as well as non-clustered firms and whether this leads to major benefits of being located in a cluster.
The relationships among variables are theoretically constructed and empirically tested based on 80 venture firms located in the Daedeok Innopolis.
The major findings are as follows. First, the frequency of network activities can be enhanced as firms become more knowledgeable of various network promoting policies, possess stronger strategic posture, and maintain a market with rapidly growing demand for the firms' major product.
Second, the average network frequency among clustered firms is significantly greater than that with non-clustered firms indicating that geographical proximity may play a critical role in enhancing knowledge exchange.
Third, network behavior can function as a mechanism of bringing major cluster benefits. In other words, the more the firms become involved in various networking activities, the more they can enjoy the benefits of being located in a cluster, such as reducing risk associated with R&D, attaining resources at a lower cost, and creating new businesses.
Fourth, the relationship between the network behavior and cluster benefits can be strengthened as the firms' absorptive capacity increases.
This study analyzes the network behavior and performance of the Daedeok Innopolis only, and the results of the study can not be necessarily generalized.
오늘날 세계 각국은 혁신클러스터의 육성에 많은 노력을 집중시키고 있다. 이러한 현상의 근간에는 혁신클러스터 자체가 갖는 경쟁력이 그 원동력으로 작용하고 있다고 볼 수 있다. 혁신클러스터가 갖는 경쟁력은 복합적인 것이지만, 네트워크, 규모의 경제, 지식의 확산 및 활용, 기회창출의 측면에서 유리하다는 점을 대표적인 장점으로서 제시할 수 있을 것이다.
본 연구는 대덕연구개발특구 내 80개 벤처기업을 대상으로 네트워크 활동의 영향요인은 무엇이며, 이것이 클러스터 효과를 가져오는데 도움을 주는지를 실증분석을 통해 밝혀 내었다. 본 연구의 주요 연구결과를 요약하면 다음과 같다.
첫째, 클러스터 내 네트워크 활용도는 네트워크 활동을 촉진시키기 위한 다양한 정책에 대한 기업의 인지도가 높을수록, 기업의 전략적 자세가 강할수록, 주력제품에 대한 시장이 급속히 성장하는 단계에 있을수록 증가한다.
둘째, 클러스터 내부에 입지한 산학연간 이루어지는 네트워크 활동은 클러스터 외부에 입지한 산학연과 이루어지는 네트워크 활동에 비해 평균적으로 더 높다. 이는 지리적 근접성이 지식이전을 촉진하는 결정적인 요인 가운데 하나가 될 수 있음을 시사해주는 결과라고 볼 수 있다.
셋째, 네트워크 활동은 R&D 관련 비용 절감, 위험부담 감소, 자원획득의 용이성, 기회창출과 같은 클러스터 효과를 발생시키는 메커니즘으로 작용한다.
넷째, 네트워크 활동과 클러스터 효과 간의 관계는 기업의 흡수역량이 커짐에 따라 더욱 증폭되는 경향을 보인다.
본 연구의 결과는 대덕연구개발특구 등 혁신클러스터의 네트워크 활동 및 클러스터 효과를 활성화하는 정책을 개발하는데 기여할 수 있을 것으로 기대된다.
