For the sustainable economic development, the use of the Information and Communication Technology (ICT) in the public procurement system is very important. Mongolia would like to catch up with the countries of Asia and Pacific region that have advanced very far in developing and creating knowledge based society by using ICT. The benefit of ICT has been recognized by businesses, governments and individuals around the world and it has spawned entirely new industries, transformed existing ones, and become a global cultural phenomenon. Mongolian Government is trying to spread out the ICT services throughout the country. As a result, the government has opened up the ICT and telecommunications market that introduced competition since 1996.
As a forward thinking, Mongolian government has taken an e-Government master plan. E-procurement system is one a major part of e-Government master plan. The Public Procurement Law of Mongolia (PPLM) came into force in May 2000 which is based on the UNCITRAL (United Nations Commission on International Trade Law) model procurement law and E-procurement system is based on the PPLM. But in the Public Procurement system, e-Procurement system and their financing mechanism are not clearly define. So a model e-Procurement system which can eliminate the drawbacks of existing e-Procurement system is highly anticipated.
This paper introduces the optimal e-Procurement framework model and the standardized technology profile which could be employed by the Mongolian government. Also this paper analyzes current situation of Mongolian ICT status, identifies a clear definition and provides a specification of e-Procurement system in Mongolia, and to whom it should be available. In this regard, other countries e-Procurement system experiences especially Korean issue in compared to optimize our model.
To develop the framework model this paper identifies, how a financing scheme has to be in place which is realistic and does not discriminate network operators and clarifies a clear procedure to monitor e-Procurement system.
Finally this paper concludes with action plan of the developed model e-Procurement system which can be implemented by Mongolian Government.
