High rate data services are highly demanding recently and are main focus in the development of 3G wireless systems and beyond. In order to support these services with various rate and quality-of-service, efficient use of the available resource is essential. This work focuses on the exploitation of the available power to provide maximum system throughput in the forward link CDMA wireless systems. The objective is to maximize the throughput of the system with heterogeneous traffic, while maintaining maximum BS transmit power constrained. In down-link, it is assumed that two different rates can be allocated to maximize the throughput. By considering two cases with and without forward link maximum transmission power, optimal schemes are analytically obtained. A flexible resource allocation scheme for variable rate users is provided and the sensitivity of given BS power constraints to resource allocation is considered. Also, the effect of channel condition and other cell interference are investigated through simulations.
