In this study, I discuss some of the well-established labor economic theories, dealing with the wage determination on the market with frictions. In early 1970s, economists developed new theories incorporating market frictions because the traditional frictionless framework of supply and demand could not satisfactorily answer many important questions. Why do unemployed workers sometimes choose to remain unemployed by turning down job offers? What determines the duration of employment and unemployment spells? How can we simultaneously have unemployed workers and unfilled vacancies? In this dissertation I focus on the two most established theories: the efficiency wage theory and the search theory.
In chapter 1, I discuss the controversy between "the worker discipline" theory and "the efficiency wage" theory. The former states the relationship between wages and worker supervision is positive, thus to increase workers' effort a simultaneous increase in wage and supervision is necessary. The latter claims the between wages and supervision is negative and thus increase in wage (or in supervision) is alone sufficient to increase workers' effort. Both theories found support in the empirical research which implies that both positive and negative relationship between wage and supervision are possible under certain circumstances. I introduce a model that can account for both, the efficiency wage theory and for the worker discipline theory, by extending the Shapiro and Stiglitz model (1984). I clearly define the conditions determining the relationship between wage and supervision by introducing a contract size as an additional variable in the model.
The employer is able to infer the type of the effort function of his workers and thus the correlation between the wage and supervision simply by observing reactions to his past actions and the output levels. If, for example, he increases firing rate q ceteris paribus (supervision q/m increases, while wage remains the same) and the production in the following period increases: he can infer the correlation between wage and supervision is negative. Thus, the increase in firing rate increased the productivity of his workers. If, however the increase in firing rate had no effect on production level, he knows that to increase the workers' productivity, he should simultaneously increase the wage and supervision in the next period. As a result, the firm is able to increase the workers' effort simply by following reactions to the previously undertaken policies.
In chapter 2, I introduce a model that incorporates job search activities of unemployed workers into an efficiency wage model. Job search and efficiency wages are among the most established equilibrium unemployment theories. While both point out the presence of equilibrium unemployment, the former stresses costly search and the latter focuses on shirking and need to prevent it by paying efficiency wages. The search theory studies a worker's behavior when unemployed and an efficiency wage model instead studies a worker's behavior when employed.
One of the implications of the efficiency wage theory discussed in the chapter 1 is the fact that firm encounters shirkers when hiring, either equally often as honest workers (Shapiro and Stiglitz (1984)) or more likely that honest workers (Strand (1987), and thus the chance of getting hired by a shirker is either same or lower than that of an honest worker. The model developed in this chapter studies the plausibility of this assumption.
This model allows me to study questions previously not considered in the efficiency wage literature. If shirkers face a higher chance of losing a job, then costly job search would affect workers' decision to shirk or not, when employed. Such consideration may have nontrivial effects on the relationship between supervision and wage.
I find that it is uncertain whether shirkers look for jobs more often and whether shirkers find jobs with lower probability than nonshirking workers. Unlike in Strand (1987), the firm is unable to learn about the workers past performance, thus there is no stigma on worker’s reputation. Even so, unemployed workers and shirkers are unlikely to be hired with same probability, because it is not optimal for them to search for job with the same frequency because of cost of search. Further, the model allows for positive, negative or even insignificant relationship between wage and supervision and clearly shows circumstances under which each case occurs.
In chapter 3, I study how workers and firms meet on the market with search theoretic frictions and determine wages through bargaining. Similarly to Diamond (1981, 1982), Mortensen (1982), and Pissarides (1985), I study how workers and firms meet with search theoretic frictions and determine wages through bargaining. Unlike previous studies, I do not assume that firms and workers are matched through a matching function. They meet because of optimizing behavior of unemployed worker because of the nonnegligible search cost. This novel feature of the model setup enables me to study the consequences of a change in unemployment insurance taxes and benefits on the unemployment rate and wage, and how the change in worker's bargaining power affects them.
Workers search for jobs by incurring a search cost when visiting the unemployment agency. Firms post their vacancies with the same agency and incur the cost of unfilled vacancy in not matched with a qualified worker. Both workers and firms pay taxes to finance the unemployment insurance. When a qualified worker is matched with a firm, they produce output and bargain about splitting their surpluses. I use a generalized Nash bargaining to find the optimal wage level, so the split of surplus is not a simple half-half split, but rather, it depends on the relative bargaining power of each of the agents. This feature makes model more realistic and might offer new insight into the interactions between unemployment insurance, tax and wage as well as suggestions for optimal unemployment insurance policies.
In this model, a qualified worker and a firm bargain wages given that their action does not affect the aggregate variables such as unemployment rate. In the future, I plan to further elaborate on this study and relax this assumption, so I can study the consequences of the search externalities on steady state equilibrium.
본 연구에서 필자는 시장마찰에 따른 노동임금결정에 관하여 확립된 노동경제학 이론들을 고찰하고자 한다. 전통적으로 마찰이 없는 수요와 공급 구조로는 많은 주요한 질문들에 만족스럽게 해답을 제시할 수 없었기 때문에 1970년대 초 경제학자들은 시장마찰을 구체화하는 새로운 이론들을 개발했다. 왜 비고용자는 종종 고용제안을 거절하면서 비고용 상태로 남아있으려 하는가? 무엇이 고용기간과 실업스펠을 결정하는가? 어떻게 비고용자들과 인력난이 동시에 발생하는가? 왜 임금은 경기후퇴기간 동안 떨어지지 않는가? 본 논문에서 필자는 이론적으로 가장 확립된 두 가지 이론 즉, 효율성임금이론(效率性賃金理論)과 탐색이론(探索理論)을 집중적으로 살펴보고자 한다.
제1장에서는 노동력통제이론과 효율성임금이론사이의 논쟁에 대하여 살펴본다. 노동력통제이론에서 임금과 관리감독 간의 관계가 정의 상관관계를 보임으로써 임금인상 또는 관리감득의 증가는 근로자의 노력(effort)을 증가시키기 위한 필요조건이었다. 효율성임금이론에서 임금과 지휘감독간의 관계는 부의 상관관계를 보임으로써 임금인상 또는 지휘감독의 증가는 다만 노동자의 생산성을 제고시키을 증가시키기 위한 충분조건에 지나지 않는다. 임금과 관리감독 간의 정 과 부의 관계에 기반한 실증연구를 통해 확립된 두 이론은 일정한 환경하에서 성립가능하다. 여기서는 Shapiro와 Stiglitz의 모델(1984)을 확장하여 노동력통제이론과 효율성임금이론 모두 설명 가능한 모형을 제시하고자 한다. 또한 모형에서 부가적인 변수로서의 계약단위를 소개함으로써 임금과 관리감독 간의 관계를 결정하는 조건을 명백하게 정의한다.
고용주는 과거행동과 생산수준에 대한 반응을 관찰함으로써 피고용자들의 노력함수의 형태와 임금과 관리감독간의 상관관계 대하여 추측할 수 있다. 일례로 다른 조건에 변함이 없고(관리감독 q/m은 증가, 임금은 동일) 고용주가 해고율 q를 증가시키고 다음에 계속되는 기간 동안 생산이 증가한다면 고용주는 임금과 관리감독간의 부의 상관관계를 추측할 수 있다. 그러므로 해고율의 증가는 피고용자들의 생산성을 증가시킨 것으로 나타난다. 그러나 해고율의 증가가 생산수준에 아무런 영향을 미치지 못한다면 고용주는 피고용자들의 생산성을 증가시키기 위해 임금인상과 관리감독의 증가를 동기간 동안 동시에 시행해야 함을 알 것이다. 그 결과로 회사는 이전에 시행된 정책들에 대한 반응을 받아들이는 것 만으로 노동자들의 노력을 증가시킬 수 있다.
2장에서는 효율적임금모형에서 비고용자들의 직업탐색활동을 구체화하는 모형을 설명한다. 직업탐색과 효율적 임금은 이론적으로 가장 확립된 실업균형이론들 중 하나이다. 직업탐색과 효율적 임금 모두 균형실업의 존재를 지적하고는 있으나 전자는 비용이 발생하는 탐색을 강조하고 있고, 후자는 근무태만을 효율적임금 제공으로 방지할 필요성에 중점을 두고 있다. 탐색이론은 비고용 상태의 근로자 행동을 연구하는 반면 효율적임금모형은 고용상태의 근로자 행동을 연구한다. 명백하게도 근로자 행동은 두 상황 모두에서 연구할 가치가 있으며 통합모형은 새로운 시각을 제시하여줄 것이다. 1장에서 논의된 효율적임금모형이 암시하고 있는 것 중 하나는 바로 기업은 근로자 고용시 근무태만자와 성실한 노동자가 같은 비율로 존재하리라 가정하거나 (Shapiro & Stiglitz, 1984) 근무태만자가 성실한 노동자를 더 많을 것이라 판단함으로써(Strand, 1987) 근무태만자가 고용될 기회는 성실한 근로자와 같거나 더 낮다는 것이다. 2장에서 언급되는 모형에서 그러한 가정의 개연성이 모색된다.
이 모형은 후기의 Shapiro와 Stiglitz의 효율임금 연구문헌에서 다뤄지지 않았던 문제들에 대한 연구의 당위성을 제시하였다. 근무태만자가 직업을 잃을 위기에 당면하게 된다면 비용이 발생하는 직업탐색은 고용이 되었을 때 근무에 태만할지 그러지 아니할지에 대한 노동자의 결정에 영향을 미치게 된다. 그러한 고려는 관리감독와 임금간의 관계에 의미있는 효과를 가진다.
필자는 근무태만자가 더욱 자주 구직활동을 하면서 근무태만하지 않은 노동자보다 적은 고용가능성을 가지고 구직활동을 하는 것은 확실치 않다는 것을 발견하였다. Strand (1987)와는 달리 기업은 근로자의 과거성과로부터 학습이 불가능하여(근로자가 근무태만하여 해고되거나 사직하였는지) 근로자 평판에 대한 불명예스런 사항이 없게된다. 그렇다 하더라도 비고용자들과 근무태만자들은 같은 고용가능성을 가지고 고용되지는 않는다. 왜냐하면 탐색비용으로 인해 같은 비용이 발생하는 직업탐색의 빈도수는 그들에게 각각 최적의 상황이 아니기 때문이다. 더군다나 이 모형은 정과 부 또는 동일하게 임금과 관리감독간의 무의미한 관계를 보여주고 있고 각각의 경우가 발생하는 상황을 드러내고 있다.
3장에서는 어떻게 근로자와 기업이 이론상의 마찰적 탐색과정을 통해 시장에서 만나는지를 연구하고 교섭을 통해 임금을 결정하는 것에 대하여 정의한다. Diamond (1981, 1982), Mortensen (1982), 그리고 Pissarides (1985)와 유사하게 어떻게 근로자와 기업이 이론상의 마찰적 탐색과정을 통해 시장에서 만나는지를 연구하고 교섭을 통해 임금을 결정하는 것에 대하여 정의한다. 그러나 앞의 연구들과는 달리 본 연구에서는 기업과 근로자가 matching function을 통해 만나게 되는 것은 아니라고 가정한다. 오히려 탐색비용의 발생으로 인한 비고용자들의 최적행위로 인해 시장에서 서로 만나게 된다. 본 모형기본구조의 이러한 새로운 특징은 실업보험료와 실업률과 임금에 따른 급부 (benefits)의 변화와 어떻게 근로자의 협상력이 그것들에게 미치는 영향에 대한 연구를 가능케 한다.
근로자들은 구직 대리인을 찾으면서 탐색비용을 발생시키며 구직활동을 한다. 기업은 같은 대리인을 통해 구인공지를 하면서 적격의 근로자를 찾지 못하면서 발생하는 인력공백에 대한 비용을 초래하게 된다. 근로자와 기업 모두 비고용인을 위한 실업보험세를 지불하고 있다. 적격의 근로자가 적합한 기업을 만나게 되었을 때 근로자와 기업은 결과물을 산출하고 잉여배분에 대한 교섭을 하게 된다. 본 연구에서는 일반화된 내쉬협상을 통해 최적임금수준을 산출함으로써 잉여의 배분은 단순한 반반씩의 배분이 아닌 각 행위자의 상대적인 협상력에 많은 영향을 받는다는 것을 밝혀내고 있다. 이러한 특징은 모형을 더욱 현실화시켜 실업보험, 세금과 임금사이의 상호작용에 대한 새로운 시각을 제시함으로써 최적의 실업보험정책 제안을 가능케 한다.
이 모형에서 적격의 근로자와 기업은 그들의 행위가 실업률과 같은 집계변수에 영향을 미치지 못한다는 가정하에 임금협상을 한다. 향후 이 연구를 보다 정교하게 발전시키고 가정을 완화하여 안정상태균형에 대한 탐색의 외부성을 추가했을 때 나타나는 결과에 대한 연구를 진행할 계획이다.
