Studies quantifying the contributions of nuclear energy to the countries that operate them are scant. The aim of this study, therefore, is to investigate both qualitatively and quantitatively these benefits, which have proven to be significant. We present estimates of the value of nuclear energy in terms of economics, the environment, security, and social issues, specifically for nuclear energy used in Korea. This study also suggests an approach to quantitatively measure and compare the value of energy ultimately for the generation of electricity from different energy sources
Input-Output analysis was used to find out the economic contribution of energy sources. Nuclear energy contributes a similar amount of electricity that coal power plants do but, surprisingly, its value added GDP contribution is almost twice that of coal. Coal, oil, liquefied natural gas (LNG), and nuclear contribute 0.47%, 0.05%, 0.23%, and 0.92% to the value added GDP, respectively. While this may seem small, the four major industries in Korea - primary iron and steel products, semiconductors and related devices, motor vehicles, and petroleum refinery products - contributed 1.3%, 2.1%, 2.2%, and 2.9% to GDP in that same year, respectively.
To measure the environmental effect, a carbon-tax scenario was used. Considering both health effects and the carbon-tax scenario, nuclear had the lowest environmental cost at 0.29 won/kWh. Coal had the highest at 24.47 won/kWh, followed by oil at 19.52 won/kWh, and LNG at 12.98 won/kWh. Therefore, if the carbon-tax (or some constraint) is imposed for future and current environmental concerns, nuclear energy’s competitiveness will only increase.
In spite of the importance of nuclear energy for electricity generation in Korea, the public’s attitude towards nuclear energy is not favorable. This negative social perception was defined as the social cost of nuclear energy. To estimate it, a Contingent Valuation Method (CVM) was utilized. This method estimates the Willingness To Pay (WTP) for nuclear energy from face-to-face interviews. The WTP results increased from 0.710 won/kWh to 1.199 won/kWh, and the total social cost of nuclear power was calculated to be 105-175 billion won/year.
To quantify the energy security cost, a new approach was developed using Herfindahl-Hirchmann Index. The total cost of energy security, which integrates the cost of supply and economic security for different energy sources under different supply disruption periods, was derived from this model. It was found that the most secure energy source is nuclear, followed by coal, oil, and LNG. Its value was calculated to be 1.671 won/kWh for both 6 months and one year, and 30.927 won/kWh for two years. In contrast, LNG has the highest security cost (200.962 won/kWh for 6 months and 204.421 won/kWh for one year) due to its large economic cost of security (125.874 won /kWh). The latter stems from its high price volatility and fuel price portion. Although oil has the highest cost of supply security (130.410 won/kWh), the cost of economic security for LNG is much higher and it compensates the cost of supply security of oil. Consideration of the different security costs of different energy sources leads to the following result: it is recommendable for Korea to depend more on nuclear energy and coal and less on LNG and oil for its energy strategy.
본 연구는 원자력 에너지의 가치를 경제, 환경, 안보 및 사회적 관점에서 정량적으로 평가하기 위한 방법론을 개발하고 그 통합적 가치를 도출해 내는 것이 목적이다. 원자력 에너지가 경제적으로 나라에 미치는 영향에 대해 평가한 기존 연구는 있었으나, 안보 및 사회적 가치에 따른 영향에 대한 정량적으로 평가에 관한 연구는 거의 없었다. 따라서 본 연구에서는 원자력 에너지의 경제 및 환경 영향뿐 아니라 안보 및 사회적 관점에서의 가치를 정량적으로 평가하기 위한 방법론을 제안하고 이를 바탕으로 원자력 에너지의 통합적 가치를 도출해 냈다.
원자력 에너지의 경제적 가치를 도출하기 위해서 산업 연관 분석 (Input-Output Analysis)을 이용한 결과, 각 발전원별 부가가치를 고려한 국내총생산 (GDP) 기여도는 원자력, 석탄, 석유 및 LNG발전이 각각 0.92%, 0.47%, 0.05% 및0.23%를 차지하는 것으로 나타났다. 원자력 에너지의 발전량은 석탄 화력 발전량과 부가가치를 고려한 경우 그 기여도가 석탄 화력 발전의 2배에 이르는 점을 주목해야 하며 이는 원자력 발전의 경우 기술 집약형 발전원으로 핵연료의 경우 우라늄의 경우는 수입하지만 핵연료 가공은 국내에서 이루어지고 있으나, 석탄을 비롯한 화력 발전은 연료의 대부분을 수입에 의존하며, 발전에 연료 가격의 비중이 크게 차지하기 때문으로 해석 된다. 같은 해 한국의 중요 산업인 철강, 반도체 및 자동차 산업의 국내총생산 기여도가 각각1.3%, 2.1% 및2.2% 수준임을 감안할 때, 원자력 발전의 경제적 기여도가 매우 크다는 사실을 확인할 수 있다.
원자력 에너지의 환경적 가치는 각 발전원별 환경 오염 물질의 단위 배출량을 기준으로 각 오염 물질이 환경 및 인체에 미치는 영향과 탄소세 도입 효과를 모두 고려하여 타 발전원과의 차이를 확인하였다. 그 결과 원자력 발전의 경우1kWh 전력 생산 시 0.23원의 환경 비용을 유발하여 가장 낮은 비용을 나타냈으며, 화력, 석유 및LNG 발전의 경우 각각 24.7원, 19.7원 및12.9원의 환경 비용을 유발하는 것으로 나타나, 원자력 발전이 타 발전원에 비해 환경 질 개선에 크게 기여하고 있다는 점을 확인할 수 있었다. 원자력 에너지는 다른 발전원에 비해 사회적 수용성이 매우 낮으며 이로 인해 매우 큰 사회적 비용을 유발하고 있으나 그 비용을 정량적으로 확인한 연구가 없었다. 따라서 본 연구에서는 원자력 에너지에 대한 사회적 가치를 알아보고자 의사지불금액 (Willingness To Pay)을 조사하였으며, 조건부 가치 측정 방법론 (Contingent Valuation Method)을 이용하여 전력 1 kWh당 약 0.710원의 가치를 지닌다는 것을 확인하였다. 또한 원자력 에너지에 대한 적절한 정보를 제공하였을 때 국민들이 인식하는 원자력 에너지에 대한 사회적 가치가 단위 전력당 약0.489원 상승하는 것을 확인하였으며 이를 통해 원자력 에너지에 대한 잘못된 인식으로부터 야기되는 사회적 비용이 연간 1050억 원에서 1750억 원에 이른다는 사실을 도출했다.
원자력 에너지의 안보 가치를 정량화하기 위해, 본 연구에서는 Herfindahl-Hirchmann Index를 사용한 에너지 안보 비용 평가 모델을 개발했으며, 에너지 안보를 공급 안보 와 경제 안보의 두 가지 관점으로 나누어서 그 비용을 도출했다. 에너지 공급 안보에서는 에너지원 별 연료의 공급이 중단되었을 때 사회에 미치는 영향을 중단 기간별 시나리오를 통해 평가하였으며, 에너지 경제 안보에서는 연료 가격의 변동성과 가격 변동성이 발전에 전체적으로 미치는 영향을 평가한 결과 원자력이 에너지 안보 비용이 단위 전력당 1.67원으로 가장 낮으며 액화 천연가스 (LNG) 발전이 154원으로 가장 높은 것으로 평가 되었다. 구체적으로 결과를 살펴보면 에너지 공급 차원의 안보 비용은 석유 화력 발전이 가장 높으나 LNG 발전의 경우 연료의 높은 가격 변동성 및 높은 연료 가격의 비중으로 인하여 상대적으로 큰 경제 안보 비용을 유발하기 때문에 단위 전력당 가장 높은 에너지 안보 비용을 유발 되는 것으로 확인되었다.
이 같은 결과를 토대로 하여 단위 전력을 생산하는데 유발되는 총 비용-편익 효과를 계산해 본 결과 환경비용만 고려하는 경우 원자력과 LNG의 경우 그 편익이 훨씬 크며, 석탄의 경우 비용-편익이 거의 동일한 수준이며, 석유는 비용이 더 크게 나타났으며 안보비용까지 고려하였을 경우에는 원자력만이 양의 편익 값을 갖는 것으로 평가되었다. 이를 통해 원자력 발전이 타 발전원에 비해 매우 가치 있는 에너지원이라는 점을 정량적으로 확인할 수 있었으며, 이러한 결론은 향후 에너지 정책 결정 및 평가에 유용한 자료로 사용할 수 있을 것으로 기대된다.
