This study introduced a methodology that can be applied for development of a dry storage system for spent nuclear fuels. It consisted of several design activities that includes development of a simplified program to analyze the amount of spent nuclear fuels from reflecting the practical situation in spent nuclear fuel management and a simplified program to evaluate the cost of 4 types of representing storage system to choose the most competitive option considering economic factor. As verification of the implementation of the reference module to practical purpose, a simplified thermal analysis code was suggested that can see fulfillment of limitation of temperature in long term storage and oxidation analysis. From the thermal related results, the reference module can accommodate full range of PHWR spent nuclear fuels and significant portion of PWR ones too. From the results, the reference storage system can be concluded that has fulfilled the important requirements in terms of long term integrity and radiological safety.
Also for the purpose of solving scattered radiation along with deep penetration problems in cooling storage system, small but efficient design alternation was suggested together with its efficiency that can reduce scattered radiation by 1/3 from the original design. Along with the countermeasure for the shielding problem, in consideration of PWR spent nuclear fuels, simplified criticality analysis methodology retaining conservativeness was proposed. The results show the reference module is efficient low enrichment PWR spent nuclear fueland even relatively high enrichment fuels too if burnup credit is taken.
As conclusive remark, the methodology is simple but efficient to plan a concept design of convective cooling type of spent nuclear fuels storage. It can be also concluded that the methodology derived in this study and the reference module has feasibility in practical implementation to mitigate the current complex situation in spent fuel management.
사용후핵연료 저장시설의 개발에 수반되는 주요한 안전성평가를 통합적으로 수행할 수 있는 방법론을 개발하였다. 본 연구를 통해 개발된 방법론은 사용후핵연료 저장시설의 개발을 위한 기술적 입력자료를 체계적으로 제공할 수 있다. 개발의 동기는 사용후핵연료 관리에서 현실적으로 선택 가능한 Option 인 중간 저장시스템 개발시 소요되는 비용과 시간을 절약할 수 있도록 적용 타당성에 대한 사전 확인이 필요하다는 점이다. 현재 사용후핵연료 관리 기술개발 추세인 고연소도/고농축도 저장보다는 보다 현실적인 대안으로서 저연소도/저농축 사용후핵연료 저장체계를 확보하고 저장되는 연료를 이원화함에 따라 2016년 이후 중간저장확보라는 난제에 대한 잠재적인 해결방안을 제시하고자 한다. 본 개발을 통해서 단시간 내 결과에 대한 판단이 가능한 방법론의 제시 및 그 적용 결과에 대한 확인이 가능하다.
본 논문의 구성은 원자력발전소의 운전조건을 반영하여 사용후핵연료 발생 및 추정을 할 수 있는 관리 프로그램, 저장방식선정을 위한 경제성 평가프로그램을 통하여 경제성과 개발성과에 대한 적용범위 등을 직접 확인할 수 있다. 또한 연구를 통해서는 독자 개발한 열수력 코드(MAXROT)을 사용하여 저장시스템의 장기 안전성 확보에 가장 중요한 인자인 핵연료 영역의 온도 및 주요 구조물의 내부온도를 추정할 수 있다. 이 코드는 개발을 계획하고 있는 저장시스템의 적정 열용량(사용후핵연료의 저장밀도) 산정에도 유용하게 적용할 수 있으며 기존의 저장시스템을 개선하여 낮출 수 있는 온도 여유도 등을 정량적으로 산출 할 수 있다. 공기냉각 조건에서 필연적으로 유발되는 산화환경에서의 사용후핵연료의 장기거동에 대한 해석으로 온도에 대한 산화율을 평가하였다. 방사선방어 측면에서는 대류냉각방식의 필연적인 Streaming 방사선 차폐방안으로 대형 구조물 차폐해석에필요한 몬테카를로 방법 전산코드의 분산감소기법 적용하여 해결하는 방법을 제시하였다. 궁극적으로 본 개발 방법은 공기대류방식의 냉각 시스템 사용후핵연료 저장시스템이 직접 적용이 가능하며 농축도와 연소도 조건을 적절하게 정한다면 CANDU 사용후핵연료의 저장은 물론 PWR 사용핵연료에도 적용이 가능하다.
본 방법론은 향후 대규모 신규저장시스템 개발의 시행착오를 감소시키고 적절한 개발방향을 정하는데 유용하게 사용될 수 있다. 하지만 본 방법론과 실제 적용에 있어서의 한계점은 규제기관의 안전심사등을 거쳐 신규 사용후핵연료 저장시설에 대한 건설을 하려고 한다면 본 논문에서 제시된 해석방법보다 좀더 세부적인 추가 해석이 수반되어야 한다는 점이다. 따라서 본 논문에서 개발된 방법은 저장시스템 개발을 신규 기획하거나 개발 초기의 개념설계단계에서 아주 유용하게 활용될 수 있지만 상세설계를 위한 해석을 위해서는 추가적인 실험이나 평가가 필요하다.
