Since the 1980s, in order to secure the storage capacity of spent nuclear fuel (SNF) at NPPs, SNF assemblies have been transported on-site from one unit to another unit nearby. However in the future the amount of the spent fuel will approach capacity in the areas used, and some of these SNFs will have to be transported to an off-site spent fuel repository. Most SNF materials used at NPPs will be transported by general cargo ships from abroad, and these SNFs will be stored in an interim storage facility. In the process of transporting SNF, human interactions will involve inspecting and preparing the cask and spent fuel, loading the cask onto the vehicle or ship, transferring the cask as well as storage or monitoring the cask. The transportation of SNF involves a number of activities that depend on reliable human performance. In the case of the transport of a cask, human errors may include spent fuel bundle misidentification or cask transport accidents among others. Reviews of accident events when transporting the Radioactive Material (RAM) throughout the world indicate that human error is the major causes for more than 65% of significant events. For the safety of SNF transportation, it is very important to predict human error and to deduce a method that minimizes the human error.
This study examines the human factor effects on the safety of transporting spent nuclear fuel (SNF). It predicts and identifies the possible human errors in the SNF transport process (loading, transfer and storage of the SNF). After evaluating the human error mode in each transport process, countermeasures to minimize the human error are deduced.
The human errors in SNF transportation were analyzed using Hollnagel's Cognitive Reliability and Error Analysis Method (CREAM). After determining the important factors for each process, countermeasures to minimize human error are provided in three parts: System design, Operational environment, and Human ability.
우리나라에서 원자력에너지의 지속적인 수요로 인해 사용후연료의 양도 나날이 증가하고 있다. 현재까지는 이러한 사용후연료가 원자력발전소 소내에 저장되어 왔지만, 소내의 저장한계를 넘게 되면 소외의 중간저장시설에 이송되어 저장, 관리 될 것으로 예상된다. 사용후연료의 수송과정에서 인간의 활동은 사용후연료와 캐스크의 검사와 준비, 캐스크 적재, 운반, 저장 등 많은 부분에서 이루어진다. 한편 방사성 물질 수송 중에 발생할 수 있는 사고의 60~70% 이상이 인간에러로 인해 시작되는 것으로 나타났다. 따라서, 앞으로 우리나라에서의 안전한 사용후연료 수송을 위해 수송작업 중의 인간에러를 예측하고 이를 줄일 수 있는 방안을 연구하는 것이 필요하다고 생각된다.
본 연구의 목적은 사용후연료 수송 중의 발생할 수 있는 가능한 인간에러를 예측하고, 이를 줄일 수 있는 방안을 제시하는 것이다. 인간에러예측은 Hollnagel의 Cognitive Reliability and Error Analysis Method (CREAM) 의 방법을 이용하여 사용후연료 수송 전 과정을 대상으로 분석하였다. 사용후연료 수송과정에서의 에러모드를 분석한 후, 각각의 평균적인 에러모드 확률과 수송상황을 고려한 가중치를 고려하여 수송상황에서의 인간에러를 정량적으로 계산할 수 있었다. 그 후 사용후연료 수송에서의 인간에러 빈도가 높은 순으로, 이와 같은 에러를 줄일 수 있는 방안에 대해 제시하였다. 사용후연료 수송과정에서의 주요한 에러모드는 다음 순으로 이루어진다. Fault diagnosis or interpretation error, Missed action error, Inadequate formulated plan or priority error, Decision error or delayed interpretation.
각 인간에러를 줄일 수 있는 방안들은 우리나라의 수송전문가의 자문을 바탕으로, 현 상태에서의 수송과정에서의 문제점이 무엇인지를 파악한 후, 이 문제점을 바탕으로 해결책에 대해 제시하였다.
Fault diagnosis or interpretation error의 경우, 현재 수송전담 팀이 구성되어 있지 않고, 작업환경이 아직 개선할 점이 많이 남아있다는 의견을 수렴하여 해결책을 제시하였다. Missed action error의 경우는 수송작업에서의 위험성이 있는 부분 (캐스크에 사용후연료를 장전하는 작업, 제염, 건조 등)을 작업자가 손수 작업하고 있는 부분, 작업 중의 Communication의 문제 등을 고려하여, 자동화된 시스템을 도입하거나, Communication에 직접적인 도움을 줄 수 있는 장비(Communication device)를 이용하는 방법을 제시하였다. Inadequate formulated plan or priority error의 경우는 순환근무로 인해 작업의 흐름이 끊기는 문제점, 작업자들의 수송경험 부족 문제 등을 고려하여 핵심인력을 주요작업에 활용하도록 하고, 정기적인 훈련과 실제 수송작업 전의 예행연습 실시 등을 권고하였다. 마지막으로 Decision error or delayed interpretation의 경우는, 현재 한 작업자가 여러 작업을 해야 하는 상황이기 때문에 이런 에러를 저감하기 위해 수송전담 팀을 구성해 교육시키는 일, 작업자에게 직접적으로 도움을 줄 수 있는 장비 (Real-time worker support device) 등을 제공하도록 제시하였다.
앞으로 우리나라에서 사용후연료 수송을 실시하게 될 경우, 이와 같은 수송 중의 인간에러를 예측하고 저감방안을 제시하는 연구가 유용하게 활용될 수 있을 것으로 예상한다.
