Since Kyoto Protocol was ratified in 1997, the first emission trading period, called phase one, started from 2005 in European Union region and several emission trading exchanges have emerged. In European exchanges not only regulated firms but also many financial institutions are actively participating in trading emission permits.
In this research trades among exchanges by financial institutions which participate in more than two exchanges and its market power mitigation effects are examined. Through trades among exchanges by financial institutions price gaps between exchanges are reduced and this can mitigate possible market power by a regulated firm which tries to distort a market price in an exchange. From interviews with experts in emission trading exchanges and financial institutions, one can see types of inter-exchange trades and its effects on prices in different exchanges. Several hypothesises are proposed and some of them are proved with real market data. The outcome of this research will give an insight in designing membership structure in ‘Korean Climate Exchange.
현재 교토의정서에 근거하여 운영되고 있는 유일한 배출권 시장인 유럽 배출권 시장(EU ETS)이 2005년부터 운영되고 있다. 유럽에서는 여러 배출권 거래소가 설립되었고 이들 거래소에서는 배출을 규제받는 기업 뿐만이 아닌 많은 금융기관들이 참여하고 있다. 본 연구에서는 유럽 배출권 시장에서 둘 이상의 거래소에 참여하는 금융기관의 역할을 배출 기업에 의한 시장지배력 약화라는 측면에서 이해한다. 둘 이상의 거래소에 참여하는 금융기관은 거래소 간 가격 차이가 날 때 이를 노린 거래소 간 거래를 할 것이고 이러한 거래에 의해 한 거래소에서 배출권 가격을 왜곡하여 자신의 이익을 극대화하려는 배출 기업의 시장지배력은 감소될 수 있다. 금융기관의 거래소 간 거래의 형태와 효과를 알아보기 위해 배출권 거래소 담당자와 금융기관 관계자를 인터뷰 하여 금융기관에 의한 거래소 간 거래가 실제 활발히 일어나고 있으며 이들의 활동에 의해 거래소 간 가격이 서로 영향을 줌을 알 수 있었다. 둘 이상의 거래소에 참여하는 금융기관에 의한 시장지배력 약화를 설명하기 위해 여러 가설들이 제시되었으며 그 중 일부는 실제 시장 데이터를 통해 증명되었다. 이러한 배출 기업 이상의 배출권 시장 참여자에 대한 이해는 향후 `한국 기후 거래소` 설계에 있어 의미있는 조언을 줄 것이다.
