Domestic water supply service system has many problems including consumer distrust, inequality, liabilities and so on. These problems can be divided into three parts, low rate of accounted water , inequality of service coverage rate and unsound economic condition. Improvement of information opening level related to water supply service system can be one of alternative solutions. To analyze the effect of improvement of this information opening level to operation efficiencies of water supply service system, water supply service system is modelled using system dynamics. By this model present information opening level of domestic water supply service system is deduced. The information opening level about rate of accounted water is 0.26 and the information opening level about rate of service coverage is 0.5 and the information opening level about economic condition is 0.6. The effect of improvement of information opening level is studied by the maximization of each information opening level. The more the difference between present level and maximum level is big, the more early improvements of operation efficiencies are high. And the effect of improvement of information opening level to whole nation is higher than that of a specific city whose operation efficiencies are similar to whole nation's. This means that the improvement pressure of operation efficiencies is strong to poor city which is belong to whole nation. Therefore measures according to present operation conditions are needed.
국내 수도 시스템은 양적 팽창에 비해 질적, 재정적 성장이 미흡하여 수돗물 불신, 사업자 부채 등의 상당한 문제점들을 안고 있다. 이러한 문제점들은 크게 낮은 유수율, 보급률 불균형, 비건전한 재정 여건으로 구분할 수 있다. 수도 사업자 정보공개 향상은 이러한 문제점들에 대한 한 개선 방안이 될 수 있다. 정보공개 향상이 수도 사업 운영 효율에 미치는 영향을 분석하기 위해 시스템 다이내믹스를 이용하여 수도 시스템을 모형화하고 우선 현재 국내 수도 시스템의 정보공개도를 도출하였는데, 유수율 관련 정보공개도는 0.26, 보급률 관련 정보공개도는 0.5, 재정여건 관련 정보공개도는 0.6이었다. 각각의 정보공개도를 1로 최대화하였을 때, 현재 정보공개도와 최대 정보공개도의 차이가 클수록 운영효율의 초기 상승폭이 컸다. 또한 정보공개도 향상이 전국 수도 시스템에 미치는 영향이 현재 운영 효율 면에서 전국과 유사한 C시 수도사업자에 미치는 영향에 비해 훨씬 컸다. 이는 열악한 수도 사업자들에 대한 강한 개선 압력이 반영된 것으로 판단된다. 따라서 수도사업자의 현재 운영 상황에 따른 개선대책이 필요하다.
