The issue of changing pricing scheme from flat rate to usage-based pricing of broadband internet service emerged as one of the most important areas for digital economics. Many researchers have investigated positive usage reduction under usage-based pricing in terms of wasting network resources, moral hazard, etc. Yet, there is also negative usage reduction due to uncertainty of inelastic, necessary usage amount. Users not only tend to overestimate their own usage, but also risk averse about their payment, which could be explained as the concept of mental transaction cost.
Therefore, the objective of this study is to explain the causes of usage reduction in two different categories; price and risk, which has not been explained analytically, and the estimation of mental transaction costs.
The results of this study indicate that there are possibilities to minimize the negative usage reduction which decreases the consumers' surplus by increasing contents value and continuous contents management and development. At the same time, positive effects of usage-based pricing scheme will be maximized.
디지털 기술의 등장 이후 가장 커다란 이슈는 인터넷일 것이다. 특히 국내에서는 정액 요금제로 초고속 인터넷 서비스가 도입된 후 70%에 달하는 인터넷 보급률을 보이며 널리 상용화 되었으나 새로운 대용량 컨텐츠들의 등장과 망 부하 문제 등으로 요금제에 관한 논란은 끊임없이 제기되어 왔다. 많은 학자들이 종량 요금제의 도입으로 일어나는 사용량의 감소가 정액 요금제의 부작용을 막을 수 있는 긍정적인 효과를 가지고 있다는 연구 결과를 밝혔지만 종량 요금제의 도입은 이와 동시에 필요 이상의 사용량 감소를 낳을 것이다.
사용자들은 위험 회피적인 성향을 갖고 있을 뿐 아니라 자신이 꼭 사용해야 하는 사용량이 얼마나 될 지 모르기 때문에 정신적 거래비용이 발생하기 때문이다. 즉, 한계 효용과 한계 비용이 같아지는 최적 점에서 벗어나 더 작은 양만 소비하게 됨으로써 소비자 후생의 감소를 가져오게 될 것이다.
따라서 본 연구의 목적은 정액 요금제에서 종량 요금제로의 요금제 변동이 가져올 사용량 감소를 불확실성으로 인한 사용량 감소와 한계 비용의 변화로 인한 사용량 감소의 두 가지로 나누어 설명하고 특히 이제까지 직관적으로만 문제되었던 불확실성으로 인한 사용량 감소를 경제학적 모델을 통해 설명하고자 한다.
