The proposed method to evaluate the moral strength of troops by the Ministry of National Defense consists of learning tests, behavior observations, and fact-finding surveys. These absolute evaluation methods, which are independently applied to troops, are multiple choices or measured on five-point scale. Instead of quantifying the moral strength on an absolute basis, it is more adequate to use a relative comparison method.
This paper recommends applying an AHP(Analytic Hierarchy Process) model when comparing and evaluating the moral strength, which is generally unstructured and difficult to quantify.
The AHP is a method of breaking down a complex, unstructed situation into its component parts, arranging these parts into a hierarchic order, assigning numerical values to subjective judgements on the relative importance of each variable and synthesizing the judgement to determine the overall prioriteis of the variables.
The hierarchy of the moral strength has four levels that each have elements obtained through FGI(Focus Group Interview). The moral strength evaluation method using the AHP model is preferred to the existing methods in six criteria, i.e., clearness, accessibility, usefulness, relevance, compatibility, and humanity.
Moreover, this paper proposes that there are many problems possible to apply AHP in troops.
