IT revolution has made dramatic progress in business environment and systems. However, it requires a flood of applications and faces system failure problems demanding high costs and risks. Thus it has become essential to control and coordinate the quality levels of application products. To assess the quality levels of applications, the industry has adopted the frameworks of software engineering and the software quality standards. To empirically study the quality levels of Korean Si companies, we surveyed 150 leading Si companies in Korea. The assessment model is designed by combining several approaches for quality assessment like TQ.M and ISO 9000. According to the survey, we could identify the importance of top management's concern and formal organization for the assurance of the software quality.
