As wireless services are cannibalizing the wired service market and demands for traffic are shifting from voice-oriented to data-oriented, fixed incumbent carriers are facing crisis. This study analyzes the competitive environment of telecommunication services and suggests strategic responses for incumbent fixed operator, especially for Korea Telecom. As a result of analysis on competitive environment, it showed imperfect substitutes between wired and wireless network in voice subscription market. But in voice traffic market, it showed perfect substitutes between wired and wireless network. In data market, wired network and wireless network are responsible for each other due to dissimilar patterns of traffic demand.
Strategic responses for fixed incumbent carrier are ① Introducing Fixed-Mobile Convergence Service ② Reorganizing distribution channel to provide proper FMC Service ③ Tariff rebalancing between subscription-based Service and usage-based Service ④ Converting group base subscriber-base to individual base subscriber-base ⑤ Concentrate on High Speed Internet Access business ⑥ Making Strategic alliance on delicate field ⑦ Making a strong effort for deregulation. Among these strategic responses, five strategic responses, with the exception of rebalancing distribution channel to provide proper FMC Service and Tariff Rebalancing, are in the first place to be implemented. This study suggests implementing schemes for these strategic responses.
Mobile 서비스가 활성화됨에 따라 유선서비스 시장을 잠식하고 있고, 과거의 음성 중심의 트래픽에서 데이터 통신 중심으로 수요가 바뀌어 가는 추세 때문에 Fixed Incumbent Carrier들은 위기에 봉착해 있다. 본 연구에서는 통신 서비스 시장별로 경쟁정도를 분석하고 Fixed Incumbent Carrier 특히 한국통신을 중심으로 한 대응전략으로 Fixed-Mobile Convergence와 관계된 전략을 제시하였다.
우선 시장별 경쟁정도를 살펴 본 결과, Voice Subscribe Market에서는 유/무선망간에 약한 대체관계에, Voice Traffic Market에서는 무선에 의한 유선수요의 강한 대체관계에 있는 것으로 분석되었다. 한편 Data Service Market에서는 양 네트워크를 통한 수요패턴이 다르기 때문에 상호보완관계에 있다고 판단된다.
Fixed Incumbent Carrier의 대응전략으로는 ① Fixed-Mobile Convergence Service의 도입 ② 유통망을 FMC Service제공에 알맞게 개편 ③ Subscription-Based Service와 Usage Based Service간의 Tariff Rebalancing ④ 그룹형 Subscriber-Base를 개인형 Subscriber-Base로 변경 ⑤ High Speed Internet Access 사업에 역량 집중 ⑥ 취약한 부문에 대한 전략적 제휴 ⑦ Deregulation을 위한 노력으로 설정하였으며, 이 중 유통망을 FMC Service제공에 알맞게 개편하는 방안과 Tariff Rebalancing을 제외한 다섯 가지를 우선적으로 해결하여야 할 전략방안으로 도출하여 각각에 대한 방향을 제시하였다.
